This is Dalaran, Crystalsong Forrest in the portal room. Travel up to it and the In The Blink Of An Eye quest automatically pops up and you can observe the porting to Broken Isles. However, when you turn in the quest, the game will reload and you will be in the Dalaran over Broken Isles.
